アマチュア＝問題の難しさや危険を知らないか，過小評価する。


アマチュアの論理

・理想論を規範論にする
・当事者の能力や努力を知らず，無能・無責任・怠惰と批判する。
・プロは，ミスをせず，また，変化や危険を予知できる存在と決めつけ，
　それに反する事故が発生すればプロ失格と批判し，時には，犯罪者にする。
・難しいこと，危険なことを簡単に考え，「やれ」と言う＝「素人の暴論」
・成功や失敗の理由を，１〜２の要素に求め，短絡的に理解し，論じる。
　特に「アイデア」，「意識」，「体質」，「制度」，「組織構造」などに求める。
↓
・現在の制度のデメリットのみをあげつらう。
・新たな制度のメリットのみをアピールして提唱する。
・新たな制度のデメリット，副作用を考えない（知らない？）。
↓
・新たな制度が諸問題を一気に解決すると考え，改革や革命を連呼する。
・できない理由を，改革する想像力や意欲の不足に求める。
・トレードオフがある課題を，同時にやれという（たとえば，迅速と的確）。
